According to the document, the committee is prepared to
handle legislation in the 109th Congress for an
administration proposal to merge the General Services
Administration’s IT fund and the general supply fund into
a single general services fund, and assign oversight of
the new fund to GSA’s chief financial officer.
That would merge GSA’s Federal Technology Service with
the separately funded and organized Federal Supply
Service, something the budget says would reduce fees and
the cost of services and products for agencies.
The proposed general services fund is necessary because
IT solutions are a mix of products and services, not
stand–alone hardware or services, so separate supply
and technology services are not needed, the document said.
It said that what’s needed are greater organizational
efficiencies, streamlined functions, and modified fee
structures. GSA announced the reorganization in late
January and plans to have it complete by July, at which
point agencies could pay less to use government–wide
contracts.
Under the reorganization GSA’s chief financial officer
would provide oversight of the fund, something the budget
says would increase accountability.
