Under the White House proposal Labor and Transportation programs would also be reduced by about $1 billion each.
OMB announced that its proposal would also include the elimination of research and development subsidies for oil and gas companies, saving $12 million, as well as NASA’s Red Planet Venture Capital Fund, for a savings of $6 million.
It said the proposals were determined on the basis of whether the programs met priorities, constituted appropriate and effective use of resources, produced intended results, and analysis using the program assessment and ratings tool.
OMB also said the budget proposal would slow mandatory spending growth to save $96 billion over five years, including $66 billion in savings through Medicare by slowing its rate of growth from 7.4 percent to 6.7 percent.
In 2006 Congress accepted 89 of the White House’s 154 proposed terminations and reductions, valued at $6.5 billion.
