“I support the use of Energy Savings Performance Contracts

where appropriate, and I am working to re-authorize the

use of ESPCs by all federal agencies as Congress finishes

its work on the energy bill,” said House Government

Reform Committee chairman Tom Davis, R-Va.

He said the GAO report shows that ESPCs can be an

effective tool in improving efficiency and saving money.

However, Davis said agencies need to provide Congress

with comprehensive and consistent data to better

understand how well these contracts are working.

The Energy Policy Act of 2005 is currently undergoing

review by the Senate and House.
