In recent guidance it issued to agencies on developing proposals for the president’s fiscal 2008 budget request, OMB requested creative proposals to cut costs, and asked agencies to allow it to collaborate more in developing major funding proposals throughout the year in order to promote the White House’s agenda.

The guidance – M-06-14 — also asked agencies to once again rely on performance data such as the program assessment ratings tool to identify programs that could be reduced or terminated.

The memo asked agencies to make sure chief information officers have reviewed budget proposals regarding e-gov and IT before transmitting them to OMB.

It also said agencies should work with OMB contacts to set funding targets then submit proposals within them, due to OMB by September 11.
