DHS has made some progress planning and integrating key management functions, but much additional work is required to help ensure its successful implementation and transformation, GAO has said in testimony explaining why DHS transformation remains a high-risk area after first being designated in 2003 when it was tasked with combining 22 agencies.

While DHS has developed a strategic plan, the plan does not link resource requirements to goals and objectives, and its creation did not involve key stakeholders to ensure resource investments target the highest priorities, according to GAO-07-398T.

It said the department has issued guidance and plans to integrate management functions individually, but that it lacks a comprehensive integration strategy with overall goals, a timeline, and a dedicated support team.

A recent financial audit showed 10 material internal control weaknesses and confirmed that the department’s financial management systems still do not conform to federal requirements, the report said.

It said DHS has also not institutionalized an effective strategic framework for information management and its human capital, and that acquisition systems require continued attention to ensure resources are allocated efficiently and effectively.

Further, DHS and FEMA need to continue developing clearly defined leadership roles and accountability systems that protect against waste, fraud and abuse, as well as develop the ability to carry out advanced contracting for emergency goods and services, the report said.
