Deputy Defense Secretary Gordon England has issued a directive establishing "a corps of key senior executive service positions that require an enterprise perspective," which reportedly could number around 200.
The directive also prescribes and assigns responsibilities for the lifecycle management of Defense SES, and establishes a DoD executive advisory board appointed by the deputy defense secretary to advise on SES lifecycle management.
The order specifies that all executives must sign an agreement for reassignments within and outside their geographic area, states that SES career executives may be reassigned by the DoD component heads to provide for the development of executive capabilities and to meet shifting organizational priorities, and also that career executives occupying enterprise positions may be reassigned to any DoD position for which they are qualified.
Development will occur through a series of prescribed developmental and educational experiences, including reassignments to more challenging positions, the order said.
It further specifies that SES career executives shall exhibit enterprise-planning perspective, strategic vision and strategic thinking ability, competency in joint matters, global and cultural astuteness, business acumen, leadership proficiency, results-driven focus, capability to build partnerships and communicate effectively.
