The Equal Employment Opportunity Commission has produced a
report on the “glass ceiling” for female managers that,
while concentrating on the private sector, has
applicability to the federal sector as well. EEOC found
that the percentage of female managers in the private
sector increased from 29 to 36 percent between 1990 and
2002, although that percentage is still well below the
48 percent female share of the overall workforce.
EEOC found that overall women have the best chances to
be managers or officials in the fields of legal services,
scheduled air transportation, building services and
physicians’ offices. The lowest odds are in nursing care
facilities, full-service restaurants, and certain milling
and food processing industries.
One piece of guidance arising from the report for women
who wish to get into headquarters management is to go
where there already is a concentration of women. “As a
general rule, industries with a low proportion of women
in headquarters management have a low proportion of women
in their respective recruiting pools (field management
and white collar jobs at headquarters),” it says.
