Citing a shortage of funds and stabilized attrition rates, the Federal Protective Service has announced that it is discontinuing group retention allowances for law enforcement personnel at the GS-4 through GS-12 levels.
The Bureau of Immigration and Customs Enforcement and FPS announced in a recent memo that they made the decision following a periodic review to determine whether the allowances, first authorized in 2002 in response to a 17 percent attrition rate, should be continued.
The memo cited an “overall requirement to restructure the FPS workforce driven by ongoing business improvements” as additional factors leading to the decision, which takes effect January 6, 2007.
It also cited ongoing efforts to “identify strategies for FPS to operate within the revenue it collects for mission-essential services provided” and said it would look to a variety of management tools to resolve funding shortfalls.
