The memo establishes OMB as the final authority to
designate investigative agencies and adjudicative
agencies — and gives ONDI “final authority to arbitrate
and resolve case specific disputes involving the
reciprocity of security clearances and access to
Sensitive Compartmented Information and Special
Access Programs.”
However, the memo said OMB retains the responsibility
to resolve policy-level disputes arising from these
case-specific disputes.
“Exercising its traditional budget planning and
oversight functions, OMB will be responsible for working
with agencies to ensure that sufficient resources are
available to achieve clearance and investigative program
goals,” the memo said.
It also assigns OPM the role of reviewing and
coordinating the development of investigative tools and
techniques for granting clearances.
