OMB has published a final bulletin establishing policies and procedures for executive branch agencies on the development, issuance and use of guidance documents.
The bulletin is intended to increase the quality and transparency of agency guidance practices and the significant guidance documents produced through them, according to OMB bulletin M-07-07.
It said the bulletin is an aspect of a larger effort to ensure and maximize the quality, utility, and objectivity of information disseminated by federal agencies, pursuant to the information quality act.
The bulletin is to take effect 180 days after its publication in the Federal Register.
