The House Government Reform Committee has approved
legislation authorizing a pilot program to make it easier
for agencies to get rid of real property as well as improve
agency asset management.
Chairman Tom Davis, R-Va., and Budget Committee Chairman
Jim Nussle, R-IA, first introduced HR-3134 – the Federal
Real Property Disposal Pilot Program and Management
Improvement Act of 2005 — in June.
The bill would establish a federal real property council
to carry out a five-year pilot program that would allow
for the expedited disposal of excess, surplus, or
under-performing real properties.
It would also require the General Services Administration
to establish a database of all federal real property and
require agency heads to identify underutilized property
and submit a list to the property council.
Under the bill, agencies would also have to develop and
implement asset management planning processes under
guidance issued by the property council.
Further, as an incentive, agencies would be allowed to
keep part of the proceeds from a property sale.
