GSA is moving ahead with the planned merger of FSS and
FTS while congressional approval of the new funding
structure is pending, the CRS report noted.
House Government Reform Committee Chairman Tom Davis,
R-Va., has questioned whether the reorganization plan is
sufficient. While he said the latest proposal would likely
cut back “much of the overlap and redundancy that existed
within the old organization,” he also questioned whether
the new management structure would provide adequate
management control over regional IT acquisitions and
cautioned that it could contribute to a lack of
coordination between headquarters and regions.
Davis has also expressed doubts that the plan “gives
regional executives the appropriate reporting authority
to improve the acquisition practices within the new
zones.”
Further, the Senate Appropriations Committee added
language to the agency’s 2006 appropriations bill that
would block GSA from using appropriated funds to
reorganize without approval from both the House and
Senate appropriations committees.
