The General Services Administration has announced that its

second-ranking official, David L. Bibb, will serve as

acting administrator upon the resignation of Stephen A.

Perry on October 31.

Having joined the agency as a management intern in 1971,

Bibb had served in several executive level positions

within the agency since being appointed deputy

administrator in 2003, including deputy commissioner

and assistant commissioner for planning, both within

GSA’s Public Buildings Service, according to GSA.

“David has been a partner to me in all that we have been

doing at the agency to bring needed changes in order to

better serve our federal customers,” Perry said in a

statement.

Bibb worked directly on GSA’s “Get it Right” campaign and

has received the Presidential Rank Award of Meritorious

Executive twice, as well as for Distinguished Executive.

Bibb has also has served as deputy associate administrator

for real property in the office of government-wide policy,

where he directed policy and regulatory development for

the acquisition, management, and disposal of federal real

property and workplace assets, areas that are currently

under congressional scrutiny as the House Government

Reform Committee considers legislation aimed at improving

real property management.
