
The Chief Human Capital Officers Council, consisting of top HR officials from major agencies, has revised its charter for the first time since shortly after its creation two decades ago.
Objectives of the council include sharing among agencies information to “promote a culture of continuous human capital learning and high performance; embrace strategies, policies, and processes to develop and support a modernized federal workforce and workplace; support consistency in the implementation of the law governing the federal civil service; and support agency leaders in carrying out their responsibilities for selecting, developing, training, and managing a diverse, inclusive, high-quality, productive workforce in accordance with merit system principles.”
Other objectives include to share information among agencies in areas such as modernization of HR systems, practices and information, and to provide OPM with views of agencies on HR strategies and policies and on the assessment of human capital management.
The revised charter also creates a new steering committee on priorities and the council’s relationship with OPM and addresses internal operational issues and matters relating to the council’s relationship with other cross-agency councils.
