The Office of Management and Budget has launched ExpectMore.gov,
a website showcasing the state of federal programs based rankings
via the program assessment rating tool, which consists of 25
questions about performance, design, and management.
The site includes assessments of more than 800 programs —
representing over 80 percent of the federal budget – covering
performance, strengths, weaknesses, and program improvement
plans, and links to more detailed assessments on agency websites.
OMB said the site would improve program accountability and
transparency. The site “shows where federal programs are
succeeding, admits where they fall short, and lays out what
all programs are doing to get greater results,” said OMB deputy
director for management Clay Johnson.
The ratings are also used to support proposed terminations and
reductions to programs in annual budget requests, though a
rating of “ineffective” does not guarantee a program a spot on
the chopping block.
Of the programs on the site, four percent are rated
“ineffective,” and 24 are rated “results not demonstrated.”
Of the remaining programs, 29 percent are rated “effective,”
and 28 percent are rated “adequate.”
