With e-gov initiatives deployed and LoB initiatives underway, OMB said it needs to focus on identifying cost savings to help it make its case for funding to skeptical appropriators, and requested that agencies not yet fully migrated to LoBs develop baselines to measure cost savings following migration on an on-going basis.

It said this effort builds on initiatives already under way including the e-gov and LoB implementation plans, as well as the focus on earned value management as well as a way of project planning.

OMB asked agencies to also identify investments being — or planned to be — modified, replaced, or retired due to agency use of an e-gov or LoB initiative, such as systems due to migrate to the e-payroll initiative or an e-travel service provider.

By Sept. 30, agencies should develop a comprehensive baseline cost estimate for each investment identified, and submit that to OMB using a baseline cost reporting template, attached to OMB memo M-06-22.

The memo also said that once baseline cost estimates are developed, agencies should begin measuring the actual costs of those investments on an ongoing basis.

OMB expects agencies to begin all cost measurement activities no later than Sept. 30.
