Progress has been made and most agencies have posted data for public viewing on their status implementing a presidential directive, HSPD-12, to establish a common ID standard for government and contract employees, but 85 percent of agencies require additional improvements to meet reporting requirements, OMB has said following a review of agency status reports.
Agencies were supposed to have completed background checks and issued credentials to all employees with more than 15 years of service by October 27, but technical difficulties made it impossible for anyone to meet the deadline.
"Based on publicly posted information, a number of agencies will have difficultly meeting their original timetable," OMB acknowledged in an October 26 memo. That memo called on agencies to report their implementation status as of the 1st day of the 3rd month in each fiscal quarter.
More recently, Karen Evans, OMB’s e-gov and IT administrator, stated, "The resources are available for agencies to be successful in meeting HSPD-12 requirements and we expect to see significant increases in the number of credentials issued by all agencies beginning in January 2008."
The GSA managed service office is enrolling federal and contract workers. OMB said that at full capacity it can issue up to 90,000 IDs per month, assuming agencies perform required data entry and background checks.
