The Office of Management and Budget and Office of
Personnel Management have issued a tool for agencies to
use to identify specific competency and skill gaps –
available at http://surveyIT2004.cio.gov – and OMB has
set an August 30 deadline for agencies to submit plans
to close those gaps.
The Chief Information Officers Council has identified
IT project management, IT architecture and IT security
as important job activities and an OMB memo says
agencies will be expected to analyze and address these
activities in addition to their mission requirements.
The memo said the plans would be monitored as part of
the president’s management agenda human capital scorecard
requirement to reduce critical skills gaps.
It said plans would need a completed IT workforce planning
template – available at cio.gov – showing the numbers of
civil service staff, the number of funded and unfunded
positions needed, a list of the important skill and
competency gaps identified in agency workplace analysis
and associated risks, and a plan and schedule for closing
high-risk gaps with specific actions and completion dates.
