The Office of Personnel Management has issued a template-
like sample plan that agencies may choose to adopt for
administering the emergency leave transfer program.
The President can direct OPM to set up a leave transfer
program whereby employees in an executive agency can donate
annual leave to adversely affected federal employees in the
same or other agencies.
According to the sample plan, employees eligible to receive
leave include those not personally adversely affected by a
disaster or emergency, but whose family members do not have
reasonable access to other forms of assistance. Those
employees may also receive donated leave under the program.

employees need to fill out to become donors or recipients
