OPM has issued a third addendum to its strategic and operational plan for 2008 – 2010 that is says addresses emerging issues and enhances its programs, calling it a foundational component of its performance management system.

Among the "expectations" listed in the document are goals for improved recruitment and retention, including faster hiring, hiring more veterans, re-hiring annuitants, and faster application processing.

According to the document, by May 1, OPM intends to host a chief human capital officer training academy session on performance management issues, and begin formal training and development for the federal candidate development program, something it is looking to as a succession planning solution.

OPM is planning to collaborate with pilot agencies to design an end-to-end hiring model by April, and implement it by July, as well as administer a survey to all senior executives to determine the effectiveness of current SES policies and operations, and report on findings by June 1.

To meet a strategic objective of pushing agencies to become recognized leaders in HR practices, OPM set a goal of mid-March to develop a tiered investigative efficiency model for suitability and security clearance investigations, as well as to explore alternatives for continuous monitoring of persons in positions of trust.

OPM also said it would work with strategic partners to create affordable telework training for managers by September.
