OPM has proposed to revise the rules on federal vacancy announcements, reemployment priority list requirements, positions restricted to preference eligible candidates, time after competitive appointment, the Career Transition Assistance Plan, and the Interagency Career Transition Assistance Plan.

It said changes were necessary to clarify the regulations, incorporate longstanding OPM policies, revise placement assistance programs for consistency and effectiveness, remove references to two expired interagency placement assistance programs, and reorganize information for ease of reading.

In a notice in the September 8 Federal Register, OPM proposed for example to define and rename certain terms – such as changing priority consideration to placement priority – in order to clearly distinguish the reemployment priority list program from other internal agency placement programs.

The regulations also clarify longstanding OPM policy concerning employees’ rights, agency flexibility, and termination eligibility.

OPM proposed to clarify that the statutory restriction of certain positions to preference eligibles applies to any competitive examination, regardless of whether OPM or an agency performs the examination.

OPM also noted that agencies can find out how to post jobs to the USAJobs website at www.usajobs.opm.gov, adding that it gets a steady stream of requests as to how to do so.

Comments on the proposed rules are due prior to November 7.
