The Office of Personnel Management has requested agency
chief human capital officers and HR officers to submit
reports on their agencies’ experiences under the
physicians’ comparability allowance program for fiscal
2005 and 2006, by May 1, 2006.
The program allows agencies to provide PCA payments of
up to $30,000 annually for categories of federal
physicians that agencies are having problems recruiting
or retaining and who enter service agreements with the
agencies.
Both agencies with approved PCA plans and those that
employ physicians who are eligible for PCA payments
must submit reports, and PCA-reporting agencies with
organizational components that employed more than 100
physicians who received PCA payments in fiscal 2005
must submit separate reports by component in addition
to a composite report for the entire agency.
