In keeping with OPM’s broader performance management push, Green said managers need to measure by results and not by presence regarding telework that the often touted, “managerial resistance,” to telework is somewhat of a perceived barrier.
Green also reiterated that agencies are required to implement telework to the maximum extent possible, and that while some managers dislike the arrangement, they need to keep in mind that it’s not a radical departure from the way work is already done.
The same skills managers need to meet the goals of performance management is what they need to manage teleworkers, Green said, and referred to OPM’s publication, “A Handbook for Measuring Employee Performance,” available on its website.
Green said the book shows how mastering performance management techniques could allow managers to handle a mixed workgroup with some employees teleworking and others working on-site.
