In an attempt to meet requirements under the Postal Accountability and Enhancement Act, postal management has developed a business plan relying on reduced work hours to help remain financially solvent, complains the American Postal Workers Union.
In criticizing the Postal Service’s network plan, recently submitted to Congress, the union said the changes to mail processing, transportation and the USPS retail network would have a negative impact on postal workers.
The union argues that reducing workers and consolidating facilities is a "failed strategy" that would hamper mail service.
It said many changes outlined in the plan would involve areas covered by collective bargaining agreements and that it would be watching to see whether the USPS implements them in full compliance.
In a sort of threat, it stated that if USPS management continues to push for employee reductions and contracting postal activities, it would "insist that every change be made consistent with" its collective bargaining agreement, and launch a media campaign focusing on the erosion of mail services.
