The administration has released its red-yellow-green
management scorecard for the fourth quarter of 2005, rating
agencies on the five areas of the president’s management
agenda.
There were 14 changes in status overall. Interior and
Justice upgraded to green for human capital while the
Smithsonian Institution went up to yellow and Commerce
dropped to yellow for the same.
Education and the Small Business Administration received
green ratings for competitive sourcing while Energy
dropped to yellow.
The General Services Administration was given a green
rating for financial performance.
Six agencies dropped in their ratings for e-government:
Interior, Justice, and the Agency for International
Development now have red ratings, while State, the
Environmental Protection Agency, and NASA, are now rated
yellow. Clay Johnson, deputy director for management at
the Office of Management and Budget said the agencies
failed to complete key milestones in their e-government
implementation plans.
Ratings for the integration of budget and performance
remained the same, all green and yellow except for
Veteran’s Affairs, the Army Corps of Engineers, and OMB.
