Many agencies already use similar models but the report’s
authors, James R. Thompson and Sharon H. Mastracci –
assistant professors at the University of Illinois at
Chicago, College of Urban Planning and Public Affairs —
want the Office of Personnel Management to designate an
individual responsible for non-standard work arrangements
and review and update related policy.
They also said this NSWA advocate should develop policies
or recommend legislation to facilitate rehiring annuitants,
and that OPM should improve data collection on these work
arrangements.
According to the report, OPM should work with agencies
to test core-ring models, and together with the Office
of Management and Budget, try to get Congress to clarify
what constitutes an employment relationship.
The report also calls on agencies to seek authority to
carry out personnel demonstration projects, “explore
opportunities to create partnerships with contract
staffing companies and unions to serve as arbiters of
labor pools,” and to expand the availability of these
limited appointments in order have a continuous stream of
individuals coming in with new ideas. The report is
