OMB has said agencies are making progress closing IT competency gaps and meeting milestones laid out in workforce plans submitted in 2005.

Progress with those plans is measured against the administration’s traffic-light style management scorecard in the human capital initiative, OMB said in its report to Congress on the implementation of the E-Gov Act of 2002.

It said 17 of 26 PMA agencies met all milestones identified in their plans to address skill and competency gaps and to ensure their IT workforces are fully trained and qualified – and that 15 agencies have met their IT hiring targets to fill critical positions for improving programs and service delivery.  

According to the report, agencies are assigning an increasing number of qualified IT project managers to major IT investments. Agencies reported on their fiscal 2008 “Exhibit 53” submissions that 83 percent of major IT investments have qualified project managers, up from about 70 percent for fiscal 2007.  

 

OPM is reviewing a new IT workforce assessment survey to collect information from federal IT professionals about the types of work they perform, as well as their level of proficiency in competencies and skills.
