By: FEDweek StaffGSA contracting personnel “are not ensuring that the government receives the services it is paying for” in performance-based service contracts, which “puts the government at risk of unsatisfactory contractor performance and wasted funds,” according to an IG report.
Those personnel are not always establishing or enforcing quality assurance surveillance plans, it said. In a sample of 26 contracts, the IG found that no such plan was established in five. Of those with a plan, eight did not include the work requiring surveillance or the method of surveillance, 17 did not include measurable performance standards or incentives, and 15 lacked sufficient monitoring and enforcement.
Further, the IG found issues with performance ratings not being justified or completed in time, “which may lead to future contract awards to underperforming contractors,” said the report.
The IG noted that it has named contract administration as a significant management and performance challenge at the GSA since 2020 and that the GSA’s Office of Government-wide Policy has identified weaknesses in contract administration functions ever since it began testing for them in 2019.
It added that while the GSA’s Federal Acquisition Service has established an internal policy intended to improve contract administration, “the policy’s effectiveness could not be determined because Federal Acquisition Service contracting personnel were not complying with the policy.”
It said that GSA management agreed with its recommendations to address those issues.
