The Office of Personnel Management has proposed

regulations in the February 28 Federal Register

requiring agencies to complete initial training for

the No FEAR act by the end of 2005.


Section 202 of the Notification and Federal Employees

Antidiscrimination and Retaliation Act of 2002 requires

agencies to notify employees, former employees, and

applicants of their protections under antidiscrimination,

whistleblower and retaliation laws, and prescribes the

time, form and manner of the notice.


The section also requires agencies to train all

employees regarding their rights and remedies under

those laws, and the proposed rules would have agencies

develop written plans describing how they would meet

their training obligations under the act.


Following completion of initial training, agencies

would need to complete training cycles every two years.
