GSA’s proposal said FAS would contain three business
portfolios combining existing business lines and contract
vehicles, the first being an Integrated Technology Services
portfolio combining existing IT, professional services
and telecom business lines.
Within that portfolio, IT and professional services form
a single business line, and telecommunications another,
said GSA.
A General Supplies and Services portfolio “groups our
business lines that acquire a broad range of commercial
products and some closely related services, and our
specialized logistics-based activities,” the proposal said.
It said the GSS portfolio includes the global supply
business line, freight transportation and the management
of schedules for non-IT products and services – and that
its main goal for the portfolio is to promote strategic
sourcing opportunities.
A recent Office of Management and Budget memo directs
agencies to identify three commodities by October 1, 2005
for strategic sourcing, so they “could be purchased more
effectively and efficiently,” and OMB wants agency chief
acquisition officers to coordinate with chief financial,
and information officers as well as small business
advocates and other organizational leaders to drive that
initiative.
The proposal said another thrust of the GSS portfolio
is to provide integrated solutions aligning customer
and industry supply chains.
The third portfolio, Travel and Personal Property
Disposal Services, includes business lines for travel,
the relocation program, vehicle purchasing and leasing,
card services and personal property disposal, which
GSA says share “commonalities that provide opportunities
for synergy and scale.”
