President Trump has revoked the federal labor-management forum program, in the latest back-and-forth over that concept dating back decades.

An executive order revokes one issued last March by President Biden touting such partnership arrangements as “an opportunity for managers, employees, and employees’ union representatives to discuss how federal government operations can promote satisfactory labor relations and improve the productivity and effectiveness of the federal government. Labor-Management Forums, as complements to the existing collective bargaining process, allow managers and employees to collaborate in order to continue to deliver the highest quality goods and services to the American people,” it said.

In his order, Trump characterized their repeal—along with a number of other Biden orders and memos—as “necessary to advance the policy of the United States to restore common sense to the federal government and unleash the potential of American citizens.”

Such a program was first established by the Clinton administration, then largely abandoned by the Bush administration, re-established by the Obama administration and revoked by the first Trump administration before being re-established again by Biden until now being revoked again.

In their first two iterations, such forums had a mixed record, with some agencies much less willing to engage in such discussions and much more restrictive in what they were willing to put on the table. The version under Biden did not establish a firm track record since it was in effect for less than a year.

Trump’s action also revokes a separate policy that was part of Biden’s 2024 order, to create more Registered Apprenticeship job training programs in the federal workforce and to encourage agencies to include requirements or incentives for grant recipients or contractors to hire those who have completes such programs elsewhere.
