The Office of Personnel Management has issued an updated guide to executive core qualifications for those interested in joining the senior executive service.
Effective October 1, 2006, the ECQs now contain the new competency of “developing others,” which includes providing ongoing feedback and by providing opportunities to learn through formal and informal methods — added to the “leading people” core qualification.
The “building coalitions” competency is also being changed from “building coalitions-communications.”
Another major change is specifying a set of “fundamental competencies” running across all five core qualifications, which tends to emphasize broader management skills rather than expertise in a particular subject area.
The Merit Systems Protection Board in its most recent “issues of merit” newsletter recommended that agencies stress actual managerial aptitude over technical proficiencies in hiring supervisors into pay for performance systems; the new ECQs reflect that philosophy.
