The Office of Special Counsel, which among other things investigates and prosecutes allegations of reprisal for whistleblowing, has unveiled a program for educating federal employees about their whistleblowing rights and appeals channels. Even though individual agencies have been formally responsible since 1994 for keeping their employees informed about the law, compliance with that obligation “has not been widespread,” OSC said. The new program offers guidance on compliance with whistleblower law, training, educational and other resources. A law passed earlier this year called the “No Fear” act also reinforces agency obligations to keep their employees informed about the law, OSC added.
