Supplemental annuity for reemployed annuitant based on offset salary only?

Retiree receiving annuity gets reemployed and works a full year full time. How is their supplemental annuity calculated? The rules say “FERS service is credited at the rate of 1 percent of the average salary per year of service”. Does the “average salary” include the original annuity plus the offset salary (for cases where the annuity does not cease upon reemployment)?

OPM uses the full-time rate of pay for the position of record, not the reduced amount you received while working. Your old annuity remains but you will get an additional amount added for the time you were working as a reemployed annuitant.
