Reinstatement and the Education Requirement for GS 1102’s

I’m a former DoD employee with almost 30 years. I became a GS 1102 Contract Administrator in March 2000. Therefore I’m eligible for reinstatement, but I don’t have a bachelor’s degree. But since I held a contract job (before) Oct 2000 (the degree requirement), can I still apply for contract administrator jobs (without a degree)?
