TDY at new duty station

If an employee has a PCS move to a new duty station can the employee go TDY to the new duty station? For example if the employee’s move was funded on 3/24/18 can the employee go TDY to the new location from 4/1/18 to 6/24/18? Also if the at the end of the 90 day TDY the employee returns to his/her duty station are they entitled to a house hunting trip at the new duty location?
