The Defense Department and industry are formulating plans to sustain the industrial base that supplies troops with equipment they need during the COVID-19 pandemic. Ellen Lord, the undersecretary of defense for acquisition and sustainment, has continued to work with industry partners to ensure that essential personnel at production facilities can continue working. The collaboration also focused on ensuring that cash flow to the defense industrial base continues without interruption, and that industry gets standardized guidance as to what to expect from DoD. Steps also include a so-called deviation on progress payments, which allows for increases in payment rates for businesses that hold existing contracts.
