OMB is considering a central portal into which federal contractors can submit invoices, which would be routed to the appreciate entities. The memo (M-15-19) requires OMB to work with Treasure and other councils to develop recommendations by late December on an interagency effort that will include FSSPs and agencies with current electronic invoicing solutions as well as GSA.
Early in 2016 OMB plans to issues data standards for use in electronic invoicing for procurements.
The memo also calls for a shared services governance model that will ensure all invoicing solutions meet criteria such as providing value and service, reduce duplication, facilitate adoption of data standards and interfaces for electronic invoicing and goals set forth in the DATA Act, for example.
