DoD has issued a final rule in the May 14 Federal Register extending a public / private IT employee exchange program through September 30, 2018.
The IT Exchange Program pilot is designed to promote the interchange of DoD and private sector IT professionals to enhance skills and competencies, and authority for it had expired in September but Congress extended it.
Authorized under the 2010 defense-spending bill, the program allows DoD “components to assign exceptional IT employees to a private sector organization for purposes of training, development and sharing of best practices,” according to the notice: http://www.gpo.gov/fdsys/pkg/FR-2014-05-14/pdf/2014-11069.pdf
“It also gives DoD components the authority to accept comparable IT employees on an assignment from the private sector for the training and development purposes and sharing of best practices and insight of government practices.”
