DHS has awarded a $95 million blanket purchase agreement for a cloud-based enterprise talent management system for its 250,000 employees.

Visionary Integration Professionals – VIP, said it teamed with its subsidiary, Meridian Knowledge Solutions on the contract, calling it "the first major consolidation of learning and talent management systems in the federal government" in an infrastructure certified under the Federal Risk and Authorization Management Program.

According to the company, the ETMS will provide DHS with a single platform to analyze employee skills and automate key aspects of talent development such as program design and tracking.

VIP, the prime contractor, said it would provide software planning and analysis, design, integration and testing, while Meridian will deliver the software to DHS and provide technical support and customer service. Another company, CGI Federal, will provide IT infrastructure in the cloud allowing DHS to run the system.
