The White House also released for public comment a digital service playbook (http://playbook.cio.gov/) that maps out 13 key plays drawn from private and public-sector best practices, as well as a TechFAR Handbook, explaining how to execute those plays consistent with the Federal Acquisition Regulation.
The White House said thehandbook (http://playbook.cio.gov/techfar/)could help agencies take advantage of existing authorities to procure development services in new ways that more closely match the most modern software development techniques used in the private sector.
