Evolving cyber intrusion techniques makes it likely that determined cyber adversaries could acquire a foothold in most DoD networks, enabling them to degrade important DoD missions at will, says a report from the Office of the Director, Operational Test & Evaluation.

According to a brief cybersecurity section in its annual report, DOT&E said Combatant Command assessments in fiscal 2014 and acquisition program operational tests showed that cyber opposition forces portraying adversaries with beginner or intermediate cyber capabilities were able to demonstrate that many DoD missions are currently at risk.
