The report recommends sharing data, automating access to state and local criminal records, and bringing a continuous evaluation capability online, but fragmentation among various agency IT systems presents a challenge, the report says in calling for a reform IT strategy.

Such a strategy is needed to ensure interoperability, operationalize continuous evaluation, automate suitability processes, and improve sharing of relevant information.

The report calls on the performance and accountability council to adopt medium and long-range plans to develop an appropriate Executive branch-wide IT architecture for the security, suitability, and credentialing line of business.

The strategy should address ways to leverage technology, avoid duplicative investments, and promote reciprocity, government-wide efficiency, and the effective reuse of investigative and adjudicative decisions, according to the report.
