OBM has released detailed action plans for 15 cross-agency priority goals, including the eight that comprise the President’s management agenda, among them smarter IT delivery.
According to OMB, the federal government’s $80 billion annual spend on IT does not come close to yielding $80 billion in value. The priority goal is to eventually delivery world class IT services allowing customers to easily complete digital transactions, to be accomplished by hiring and retaining the best talent inside government, partnering with top companies, and putting processes and practices in place to drive outcomes and accountability.
So what’s an example of smarter IT delivery? According to performance.gov, this spring, the OMB Digital Service conducted two pilot programs that brought leading private-sector technologists into VA and USCIS. It said these engagements helped those agencies assess systems that support veteran disability claims processing and verification of employment eligibility and resulted in key lessons learned and actionable recommendations.
This effort will be scaled as the OMB Digital Service partners with GSA’s new 18F program (modeled after tech start-ups) to help agencies achieve successful service outcomes by bringing in world-class digital service delivery experts, according to the updated goal.
OMB says key initiatives have been launched such as an “open dialog on improving how to do business with government” that yielded ideas on how to reduce barriers and burdens – such as reduced reporting requirements and a simplified vendor registration process. Further, a pilot project – FBOpen aims to help small businesses search for opportunities to contract with the US government.
