GSA’s 18F digital technology agency has said it will partner with federal agencies that offer grants to state and local programs to deliver digital services to those programs.

It said the partnership grew out of a pilot project last year between 18F and the Department of Health and Human Services, and the California Department of Social Services to upgrade the state’s legacy Child Welfare System.

18F worked through HHS to help stakeholders in California plan their system upgrade with an agile and modular approach based on a series of smaller contracts with quicker turnaround and deliverables – something 18F says can cut project costs in half. According to GSA a user-centered design approach is expected to improve service delivery for vulnerable children in the state.

The government often funds technology projects at the state and local level and it only makes sense to ensure sound development practices to make sure that money goes as far as it can, argues GSA administrator Denise Turner Roth.
